Minaz Jivraj, is a two-time recipient of the prestigious “President’s Award” from the National Association of School Safety and Law Enforcement Officials (NASSLEO) and was the 2024 Canadian Security Magazine “Lifetime Achievement Award” recipient, has over 40 years of operational field experience, combining both theoretical knowledge and practical knowhow. With expertise in PreK-12 school security and emergency preparedness, he combines practical experience, strong academic credentials, and recognized leadership in school safety at both local and international levels. He is also adept at communicating effectively with diverse and multidisciplinary audiences.
Biography
Minaz Jivraj, retired as Chief Security Officer of the Dufferin-Peel Catholic District School Board (DPCDSB) after 28 years, overseeing security for one of Ontario’s largest school boards, where he was responsible for the safety and security of a large community, overseeing 151 schools, 9 administration and support facilities, with a total of over 72,425 students and 10,000 academic and support staff.

Since 2014, Minaz has generously volunteered his time, knowledge, and expertise in the development and implementation of the University of Central Asia's (UCA) Emergency Response Management Plan (ERMP). His involvement began with visits to the UCA Naryn Campus in Kyrgyzstan in April and August 2016, where he reviewed the practical application of the draft UCA ERMP he authored. In October 2022, Minaz was invited to return to UCA campuses and the School of Professional and Continuing Education (SPCE) centers in Bishkek and Naryn (Kyrgyzstan), Dushanbe and Khorog (Tajikistan), and Tekeli (Kazakhstan) for in-service training on the final draft of the ERMP. Over the course of his 22-day visit, he provided essential training to stakeholders from all three countries. The UCA ERMP was officially adopted on February 23, 2023.
Minaz continues to offer his expertise to the UCA and is currently working to expand the ERMP to include SPCE centers in Afghanistan.
